Children Overboard

Why has the "children overboard" conversation been revived? I never understood why it was worth talking about the first time.
A desperate boat person might throw a child in the water. So what? This would not alter my views on refugees, or who to vote for - or anything else. In those extreme circumstances, such an emotional act is well within the range of human behaviour.
Such things have happened. And will again. It doesn't imply anything, except that people were in distress. Whether or not it happened on the day in question - what difference does it make?
